成都高新区升至全国第3位 每平方公里GDP超11亿元

2016年实现产业增加值1436.5亿元,每平方公里GDP达11.05亿元,增长8.5%,总量占四川省的4.4%;经济质量和效益持续提升,实现全口径工业总产值近3880.2亿元……

根据科技部火炬中心2016年国家级高新区评价结果,成都高新区在国家级高新区的综合排名中升至全国第3位,仅次于中关村和上海张江国家自主创新示范区。

2月6日,成都高新区召开工作会,公布2016年年报并发布今年工作路线图:打造“万亿级国际创新创业中心”,奋力跻身世界一流高科技园区,为成都建设国家中心城市当好主支撑。今年,成都高新区力争完成工业投资265亿元、增长33%,工业投资占固投比重35%以上;生物产业整体规模超过300亿元,生物产业投资超过40亿元;金融业营业收入达到580亿元,金融业增加值150亿元。

去年,成都高新区以130平方公里的面积实现产业增加值1436.5亿元,增长8.5%;经济密度进一步提升,每平方公里实现GDP达11.05亿元;完成固定资产投资636.7亿元、增长15.3%;完成进出口总额1711.9亿元、增长19.2%;实现财政总收入376.6亿元,同比增长5.4%。其中,一般公共预算收入134.63亿元,同口径增长8%;地方税收收入112.55亿元,同比增长8.1%;基金预算收入62.44亿元,同比增长11.86%;成都高新综合保税区实现进出口总额1573亿元,增长27%,占全省48%,位居全国综保区第三。

同时,成都高新区大力实施“双创大引领”行动,形成了在全国具有领先优势的科技创新创业政策体系,区域内创新创业热情高涨。据统计,全年新增各类科技型企业5200家,在孵科技型企业总量达12700余家,各类型企业存量达83371户,在全国国家级高新区中位居前列。

This year, the Zone will make greatest efforts to accomplish an industrial investment of RMB26.5 billion, which will be a year-on-year increase of 33% and will represent over 35% of its yearly fixed investment. It will make its scale of the bio-industry exceed RMB30 billion, and invest RMB4 billion in the sector. What’s more, its business revenue from the financial sector will be more than RMB58 billion, with an added value of RMB15 billion.

In 2016, with an industrial added value of RMB143.65 billion, a year-on-year rise of 8.5%, the Zone realized an investment in fixed assets amounting to RMB63.67 billion, 15.3% higher than the previous year, a gross volume of foreign trade of RMB171.19 billion, an increase of 19.2% over a year ago, and a total fiscal revenue of RMB37.66 billion, a year-on-year growth of 5.4%.

The Zone will give strong momentum to the development of the modern service industry to achieve a growth rate of 11% in added value this year.

In addition, the Zone will focus on the development of the IT industry and foster 50 large-scale IT companies in 2017.

投资超百亿!格罗方德落户成都

Global Foundries to Build Production Facility in Chengdu

2月10日,全球第二大晶圆代工厂格罗方德半导体股份有限公司12英寸晶圆成都制造基地项目,在成都高新区正式签约并举行开工仪式。该基地将建设中国西南地区首条12英寸晶圆生产线,这也将是格罗方德在中国最大和最先进的晶圆制造基地。

格罗方德12英寸晶圆成都制造基地项目投资规模将累计超过100亿美元,有望加快助推电子信息产业成为成都首个上万亿的产业集群,并为成都打造国家先进电子制造基地和世界软件名城、奋力建设国家中心城市提供有力支撑。

近年来,成都把电子信息产业作为重点发展的战略性新兴产业来抓,采取“外引+内培”模式,全力做粗拉长产业链,已发展成为中国的“IT第四极”。电子信息产业成为成都融入全球经济版图的示范性、引领性、旗舰性产业。

在集成电路产业链布局方面,以成都高新区为核心聚集区,成都已成功吸引包括英特尔、德州仪器、AMD、联发科、展讯等在内的重点企业布局,形成了从IC设计、晶圆制造到IC封装测试的完整产业链。

Global Foundries is a leading full-service semiconductor design, development, fabrication and innovation company with locations across the globe. Its Chengdu plant in two phases is located at the city’s Hi-tech Industrial Development Zone. The first phase is a 12-inch wafer production line with CMOS technology and is expected to become operational by the end of 2018. The second one is a 12-inch wafer production line with the latest 22FDX® 22nm FD-SOI technology and hopefully will be put into operation in the fourth quarter of 2019.

In addition, the Chengdu city government and Global Foundries will co-implement an action plan about building an integrated circuit ecosystem in the city, with an overall investment of nearly US$10 billion from the latter.

Global Foundries will build the facility in Chengdu because of the city’s strong industrial foundation and development prospect, according to sources from the company. Over the recent years, Chengdu has been focusing on the development of electronic information industry, one of the city’s emerging strategic industries.

Regarding the local integrated circuit industrial chain, the city has attracted major domestic and overseas companies, including Intel, Texas Instruments, AMD, Media Tek and Spreadtrum to establish presence here, and has built a complete industrial chain from IC design, wafer manufacturing to IC packaging and testing.

Microsoft helps 14 Shanghai startups

A clutch of 14 startup entrepreneurs will undergo a 16-week incubating program in a Microsoft Corp-backed accelerator in Shanghai. Microsoft does not take equity in these firms, or provide funding. But it will sponsor 3 million yuan ($436,260) worth of service via its Azure cloud platform for three years, in an effort to tap into China’s growing cloud industry.

“Through Microsoft Accelerator Shanghai, we will share our advanced technologies, resources and experiences and help startups achieve more in Shanghai, an international innovation and entrepreneurship hub,” said Hsiao-Wuen Hon, vice-president of Microsoft.

The accelerator has attracted numerous startups, partners and expert staff, creating an open and dynamic innovation ecosystem in Xuhui district, said its governor Fang Shizhong.

China is the only country in which the company hosts two such acceleration programs. Apart from Beijing and Shanghai, another six incubators were launched in global startup hubs in London, Bangalore, Berlin, Paris, Seattle and Tel Aviv.

China Becomes Part of Israeli-Led ‘Tech Triangle’

Israel’s Technion University is set to open a campus in China’s Guangdong Province simultaneously with another one being set up in New York City, U.S. The move is symbolic of a new trend between the three countries called the “Tech Triangle.”

The Tech Triangle is a link between Israel, China, and the U.S. involving venture capital and research and development (R&D) efforts for building breakthrough technology. Technion University’s prowess in startups through its engineering and entrepreneurial expertise stands to benefit the cause.

The U.S., for its part, has Stanford University near Silicon Valley that specializes in both venture capital and R&D for startups. Its counterpart in China, Tsinghua University, is known to innovate in fields such as AI and virtual reality, Forbes reported. Thus, Technion University’s opening in China and the U.S. stands as a strategic effort to diffuse the development of startups throughout the world’s most technologically innovative areas.

Said ties would give Technion University access to a larger market for Israeli tech companies, with the opening of its two campuses in China and the U.S. effectively pushing the Tech Triangle at full speed ahead.

Chinese mobile payments 50 times greater than the US

Chinese mobile payments were nearly 50 times greater than those in the US last year, market data show, highlighting Chinese internet companies’ strong position in a market segment viewed as a gateway to the fintech ecosystem.

The rise of Chinese mobile payments has been driven by the explosive growth of online shopping as well as internet financial services such as peer-to-peer lending and online money market funds. More than half of all mutual funds in China are now sold online, up from only 5 per cent in 2012.

Last year was also a turning point for the use of online payments at physical retailers, including supermarkets, restaurants and clothing shops. Starbucks announced in January that it would begin accepting WeChat Pay — the payments service linked to Tencent’s ubiquitous mobile messaging app — at its China stores. Growth was also robust in 2016 in online to offline services such as ride hailing and food delivery apps that customers pay for through via platforms.

“Digital payment platforms remain a critical part of the underlying fintech infrastructure in China but are also an important source of transaction and financial data that is increasingly being leveraged by the payment companies for new fintech platforms, products and services,” said Zennon Kapron, principal at Kapronasia, a Shanghai-based fintech consultancy.

The value of Chinese third-party mobile payments more than tripled to Rmb38tn ($5.5tn) in 2016, according to estimates by iResearch in China. WeChat Pay and Alipay, the payment service operated by Ant Financial, an affiliate of Alibaba Group, dominate the market. In the US, mobile payments rose 39 per cent to $112bn, according to global firm Forrester Research, with the market dispersed among rival groups including Apple, Google, Samsung and PayPal.
